‘The business model of the advocacy needs change’, as concluded by ING in a report that looked into several Dutch advocacy systems. The causes found by ING include diminishing investments, pressure on rates, and the increase of competition.
The increase in competition does not only come from the foundation of new advocacy offices, but also has its roots in other legal services, such as legal expense insurers. On top of that, organizations do not always send their legal work that needs to be done to their preferred supplier. The report also states that the rates are onder pressure, partly due to the influence of the contemporary economical circumstances. At the same time, an increase in the supervision on the advocacy takes place. These two factors demand more efficiency at advocacy offices.
